Letter to Pet Owners Who Seem to Need Education

We've had several discussions with people about how distressing it is to drive by a residence and see an animal outside with no water and/or food, no shelter, tied to a short chain day after day, or kept by some other unsafe method, etc.

We've written a letter that can be printed and sent anonymously to these owners.  Hopefully receiving such a letter will have an impact on them.  We have tried to write it in such a way as to not arouse anger, but instead to let the owner know that their actions have been observed and that they should think about how they're treating their pets.  We welcome any suggestions for improvement of the wording of the letter, warnings on why this letter might not be a good idea, whatever!  Please let your voice be heard.  Click here for memo (updated 04/25/01): Memo to Owner.

From what we hear (unconfirmed though), it is not legal to leave a letter in someone's mailbox (you must go through the US Postal Service and mail the letter).  We welcome any suggestions on how might be the best way to get this letter to the pet owner.
